The opposition has lashed the Turnbull government over its about-face in dumping a planned Medicare levy hike, but is expected to drop its plans for a 0.5 per cent tax increase for anyone earning more than $87,000.
Treasurer Scott Morrison says the federal budget has improved enough to guarantee funding from other sources for the National Disability Insurance Scheme, meaning the increase announced in last year's budget isn't required.
