Peter Costello has joined growing criticism of complex and inefficient low and middle-income tax offsets in the federal budget, despite acknowledging the benefit to hard-pressed taxpayers.
A week after riling the Coalition with criticism of the Turnbull government's debt strategy, Mr Costello told a Centre for Independent Studies event on Monday the newly created offset for low and middle-income earners could provide a disincentive to work and was too complex for most people to understand.
